Multiple occurrences of a step type can appear in a single workflow. When a step type is added to a workflow, it becomes a step but still references all the properties of the original step type. They provide basic information as to what happens when the step is executed and how it is represented. Not all versions of Visual Studio are appropriate for all versions of ArcGis, for example on 10.2.1 you can use VS 2010 or 2012 but not VS2005 or 2008, VS Express is only supported on 2010 and not 2012 - and those are the only choices, no other VS will work.Step types are the building blocks of your workflows.
